I have found the issue and submitted the fix, this will become v7.12 once profezzorn is able to review and update the OS. The fix will allow all Special Abilities to run Rain Mode (and a few other styles) properly and keep Rain Mode active while Off but still allow proper toggling.

OS7.12 is now available with fix for Rain Mode in Special Abilities.
