CONFIG_TOP autolinked

I’m making it so that CONFIG_TOP and the other config file sections are automatically linked to the wiki pages that describe them.

Please let me know if there are other things I can provide automatic links for.

I could potentially add links for all the common defines as well, like NUM_BLADES, SAVE_STATE, etc.
